This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 715 of 30 November 2007.
The Government of Romania has received a loan from the International Bank for Reconstruction and Development toward the cost of Social Inclusion Project – Inclusive Early Childhood Education Program (Component II) and it intends to apply part of the proceeds of this loan to payments under the Contract for teaching – learning materials for 100 kindergartens.
The Ministry of Education, Research, Youth and Sport – Externally Financed Projects Management Unit now invites sealed bids from eligible and qualified bidders for delivery of teaching – learning materials (Lot 1. Costumes, Lot 2. Sport equipment, Lot 3. Musical instruments, Lot 4. Cards, Lot 5. Table games, Lot 6. Toys, Lot 7. Teaching - learning material, Lot 8. Models, Lot 9. Posters, Lot 10. Puzzle, Lot 11. Magnetic boards, Lot 12. Sets for construction) for 100 kindergartens within 10 weeks from Contract Signature. Distribution to kindergartens shall be also included in the contract.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Qualifications requirements include: Financial Capability: for the last three (3) years the average annual turnover has been in amount not less than (in Euro): Lot 1. Costumes - 56,250, Lot 2. Sport equipment - 17,250, Lot 3. Musical instruments - 6,375, Lot 4. Cards - 3,375, Lot 5. Table games - 60,000, Lot 6. Toys - 82,500, Lot 7. Teaching - learning material - 39,750, Lot 8. Models - 15,000, Lot 9. Posters - 18,750, Lot 10. Puzzle - 56,250, Lot 11. Magnetic boards - 97,500, Lot 12. Sets for construction - 97,500.
Experience and Technical Capacity: During the past three (3) years, the Bidder must have completed at least one (1) successful contract of similar type (quantity and similar goods).
Information regarding any litigation, current or during the last two years.
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
A complete set of Bidding Documents in English may be obtained by interested bidders on the submission of a written Application to the address below (1). The Purchaser does not cover the costs of shipping the documents. However, the documents may be shipped by post on the basis of a written confirmation that all postage costs will be covered by the interested bidder.
Bids must be delivered to the address below at or before 3rd of September 2010, 10:00 a.m., local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below (2) at 3rd of September 2010, 11:00 a.m., local time. All bids must be accompanied by a “Bid Security” of not less than:
